Abstract

The proposal builds a liquid digital democracy that aims to enhance democratic governance by providing a platform for diverse voices to be heard in decision-making processes. The proposal emphasizes the importance of transparency, inclusivity, and representation in democratic processes and aims to address the challenges of digital democracy by delivering improved, tamper-proof, and cost-effective human control regarding security, robustness, ethics, resilience, transparency, and fairness of the processes involved in the rapidly transforming digital lifestyle of societies. The proposal is backed by a consortium of organizations with expertise in social sciences, economics, cybersecurity, AI, blockchain, and other Web3 technologies. The proposal aims to engage with diverse stakeholders, including public administrations, end-users, political actors, and the private sector, to foster dialogue and understanding between diverse interest groups in democratic deliberations. The proposal also aims to develop technical specifications and architecture for an ICT ecosystem that delivers safe, secure, robust, and resilient governance of digital democracy, providing a roadmap for future technological trends.

The Crowdocracy proposal includes three field trials to validate the results derived from the Crowdocracy framework. The field trials will be led by 3 different partners, who will design the methodology, and all partners will provide their network of volunteers to cover the target of end-users (citizens and social networks). The field trials will validate the usability and technical tests of the Crowdocracy framework and other use cases and produce results that provide necessary feedback to the research and development work package. The Crowdocracy proposal is a step towards creating a more transparent, fair, and inclusive society that upholds the principles of digital democracy.
